[GNC] csv import not displaying letters correctly from original file

You have to set the import encoding to match the csv file's encoding on the third page of the import assistant, the one where you mapped your import columns to the corresponding GnuCash fields. See the attached screenshot.

You probably want the Windows-1255 one.
