Another workaround is to keep the master copy on the iCloud drive, then use the Finder to copy it to a local folder before opening it, then copy it back to the iCloud drive after saving changes.

I work around that limitation by keeping my GnuCash data in a dmg that lives in a Google Drive folder. I can mount the dmg and access it from /Volumes, which is visible to Gtk file chooser.
