I don't know about other email clients, but Thunderbird seems to have this functionality on a per-account basis.

Edit > Account Settings
Pick the email address you use for mailing lists
youremail at domain.com > Composition and Addressing
Check the box for "Automatically quote the original message when replying"
Choose drop-down "When quoting... start my reply below the quote."
and set signature options as you choose.

Also, while you're in there, uncheck "Compose messages in HTML format," as I think a lot of that doesn't come through for mailing lists.
