I can readily replicate it on my copy of 2.6.21:

1. Check the "automatic decimal point" setting (with 2dp)
2. Enter "2.40/6" into a suitable box
3. Result is "40.00"
4. Uncheck
5. Repeat 2
6. Result is "0.40"

I conclude that no-one is using the "automatic decimal point" setting who 
also uses the arithmetic-expressions feature, otherwise this would have 
been noticed before now. 2.6.21 has been around for quite a while 
(2018-04-10)
