[GNC] Finance::Quote currency update not working on Windows 10

Thank you Murugan,
I found the answer in the archive here:
https://lists.gnucash.org/pipermail/gnucash-user/2020-September/093106.html.
Eset AV was blocking Alphavantage.
F::Q now works.
