[GNC] Missing "Buy" action after import of QIF file

Looking at the code, you are correct; the importer never calls
xaccSplitSetAction.
It USES the action to figure out how to process the transaction, but it
never actually saves it.
Feel free to file an RFE in Bugzilla.
