[GNC] reconcile dates

OK.   getting that off the plate.
When i do a reconcile, change the date to the previous reconcile datae, and the balances match, with no manipulations, when I click the finish button, a funds transfer form pops up!  
I saved, exitted, restarted and this behavior is consistent.
Is that considered normal?

Personally, I don't have trouble determining when the difference figure goes to 0.

I have imported numerous months of transactions for an account.  Trying to reconcile only the first month with 0 balance and 0 transactions before the starting date.  I provide the 'statement date' to the reconcile feature and it brings up every transaction entered, even the ones after the 'statement date'.  
This is not how a person would reconcile this.  We could concern ourselves with on the transactions that occur before the closing date 'statement date'.
Is there something I am missing ?
