[GNC] reports not working unless exported

Michael, 

The tax report is different from every other report; it loads account data directly upon running.  This is due to the fact that it relies on the user pre-assigning accounts (Phyllis's categories) to tax lines in advance. 

Otherwise, your advice is spot on.
