[GNC] Have I screwed up with my Accounts Payable and Accounts Receivable?

Fred, see my last reply before this one. I was able to reproduce this 
issue using an exchange rate *other* than 1:1 with Trading Accounts 
turned off and trying to pay the bill in a currency other than the one 
the bill is denominated in. (in this case, trying to pay a USD bill with 
GBP)

Turning them on makes the issue go away.

and referenced this thread.

I'm not sure yet if all is working as intended and you just have to have 
Trading Accounts turned on for this to work, or if something needs 
fixing. One of the devs requested the bug and my test book to look it over.
