[GNC] GnuCash 5.0 Released

Thanks to everyone for the hard work getting 5.0 released!!
I have noticed that the GTK settings file no longer exists: GTK_CONFIG_HOME

/settings.ini
On version 4.x, I had added gtk-primary-button-warps-slider=false in that
file to change the scrollbar behavior to only scroll one page up/down when
clicked above or below the scrollbar per the wiki which is still there:

Adding a settings.ini file now does nothing. Does anyone know the new
method for v5.0?
