Yes, that's https://bugs.gnucash.org/show_bug.cgi?id=799092, fixed three weeks ago by https://github.com/Gnucash/gnucash/commit/a389e0a32e9c835218341264e49477e0c51fb333. Use a recent nightly build from https://code.gnucash.org/builds/win32/stable.
