You are correct. The zip file only contains some schema for the database and some pictures of certain User Interface screens. It gives an idea of what is useful for a payroll module. 
  
This is a single-user, DOS program, written in an old language, not C++. Although I have the code, it needs to be rewritten in a currently supported language. It can not, as is, communicate with the GnuCash data structure. 
   
Our GnuCash C++ developers, as far as I know, are overworked. These files are not GnuCash plug-ins. They are offered for references. They are meant to be saved until, at some future time, the GnuCash developers are in a position to consider writing a payroll module or, in the case of GL_AR_AP_Inventory_BOOKS.zip, some other GnuCash module.  
  
Payroll_BOOKS.zip is just for reference in GnuCash payroll module design. GL_AR_AP_Inventory_BOOKS.zip is for non-payroll modules that GnuCash developers may wish to develop at some future time. Both are provided for reference in the design phase of development. 

I did not send everything as I did not know whether there would be any interest in this material. If, at some time, interest develops, then, if needed, it is possible I could send more material.  There was a bug in the End-of-Year section of the code. If needed, I’d be glad to try to provide more material concerning that bug.
Whoever might develop this for GnuCash can use Payroll_BOOKS.zip as an example in development. They could integrate this information into their design for a GnuCash payroll module. The coding should be pretty straightforward.
