[GNC] CSS GTK Register padding/spacing

I'm not sure how to run the inspector on Windows. Perhaps some other 
users here can help. There are plenty of threads on CSS in the list 
archives. Maybe one of them describes the Windows process.

Without it, you're just shooting in the dark.
