Have you ever used pgAdmin4? It is a web app but runs locally, and is fully functional. All of your data is completely local. It really blurs the lines between a local app and a web app. The advantage of it is that it can run either way. See https://www.electronjs.org/ (not pushing it or recommending it; just pointing it out)
