[GNC] scheduled transactions no longer happen :(

They're enabled, but don't actually get recorded.

The only change was that I told it NOT to tell me after creating the 
transactions.

And now it just doesn't bother doing them at all. That's not much use.

I'm using 5.9 for Windows 10.

What am I missing here?
