[GNC] Issues in accumulated budget report

Hi there,

I found an issue when using the Budget plan for  accumulated budget.

Here is the GnuCash version:

    Version: 5.8
    Build ID: 5.8+(2024-07-06)

and I am using windows 11 23H2 (OS internal version: 22631.4169)

Here is the steps to re-produce this issue:

1. Open a budge report view
2. Click "Option" -> "General" Tab
3. Tick "Use accumulated amounts"
4. Click "Display" Tab
5. Tick "Link to acutal transactions"
6. Click "OK" and return to the budge report.
7. Click anyone of the linked "Act" column, it should display the transaction list. However, it only contains the transactions in the first budget period(month).

Is it a expected behavior, or something wrong with my steps?
