[GNC] ANNOUNCE: GnuCash 5.9 Released

I’d never heard of winget until now. It’s run by MS but not maintained by them. Apparently random users have been updating a GnuCash manifest since 2021: https://github.com/microsoft/winget-pkgs/commits/master/manifests/g/GnuCash/GnuCash but the effort petered out after 5.6 last April.

I started to create a PR but there’s some admin to do first, plus I have to install winget on a Windows box and validate and test the changes. Won’t happen today.
