[GNC] Importing Accounts

TLDR; Create a new file choosing one of the template accounts to use as a
basis to export account tree as csv then modify as required.

The GnuCash csv conventions don't apply to the coa csv file.

Specifically:
1. It must have a header line
2. iirc all fields must be included even though most of them are blank
3. Parent accounts must be created before the children

Despite the format the process of creating accounts from csv is the
smoothest of all csv imports.
