[GNC] Changing Location of GNC_USERDATA_DIR and GNC_USERCONFIG_DIR

Did you read far enough to find https://wiki.gnucash.org/wiki/Configuration_Locations#How_to_override_default_locations at the end? Those are environment variables; an explanation of what that means and how to set them may be found at https://learn.microsoft.com/en-us/windows/win32/procthread/environment-variables.
