[GNC] Finance-Quote 1.65 released!

GnuCash packages Finance::Quote only in the flatpaks because there’s no way to add software to an installed flatpak. Everywhere else you use perl directly to install and update it. For Windows see https://wiki.gnucash.org/wiki/Online_Quotes#Installing_Finance::Quote_on_Windows.
