[GNC] Import csv transactions in GnuCash 5.12

If it helps, I just downloaded a .csv file from American Express and found
that for my account, at least,all transactions have amounts in a single
column labelled Amount with charges being positive and payments being
negative. This should be relatively easy to map into the newer version of
the CSV importer that appears in recent 5.x versions of GnuCash.
