[GNC] Wiki and Bug Tracker Disabled

This is a reminder that while GnuCash is free, running the infrastructure
behind GnuCash _isn't_. I'm sure that the team would appreciate it if a few
more of the people that depend on GnuCash to keep our finances in order
stepped up and donated a little bit to help keep the lights on!
