[GNC] Gnucash-5.13 don't start: missing clock_gettime32

Hi Jean-Michel,

For me, solving this problem was easy:

Remove or rename the directory "C:\Program Files (x86)\gnucash\bin" and
install gnucash-5.13.setup.exe normally, and everything will work perfectly
again ! :)
