The notes are also posted here to the list at each release using the 
subject:

ANNOUNCE: GnuCash x.y Released

You can additionally subscribe to a one-way list called 'announce' but 
all of those are cross-posted to the user list anyway.

At least with the Mac versions, the News.txt file is included with each 
release too, but I'm sure the Windows & Linux versions also contain the 
various text files like News.txt Readme.txt, etc.
