[GNC] ANNOUNCE: GnuCash 5.13 Released

also, deep down inside the email it says: "Between 5.13 and 5.14 no bug
fixes were accomplished." that doesn't appear to be true, given all the
bugs fixed in 5.14 as reported at the top of the mail.
