I renamed the c:\ProgramFiles (86) and reinstalled.

Joseph -- this is very similar to others who have been having this issue. It is a known thing for Windows users. Some Windows users are experiencing it while others, like myself, have never seen this. Not sure why some Windows users are seeing this.
I am pretty sure it has to do with the way the uninstaller is working.
When you go to upgrade, the uninstaller should be removing the gnucash folder that is sitting in the ProgramFiles (x86) folder. If it does this cleanly, the issue never comes up. However, if the uninstaller does not remove that leftover folder, then the re-installation does not get the right files in that folder and you get the error like you are getting.
The recommended approach is to manually uninstall gnucash and delete the gnucash folder that resides in ProgramFiles (x86). Then install the new version and you should be good to go.
