[GNC] Edit transaction currency rate window

Hi Richard/GnuCash users, 

While this might not address your immediate question: 

https://gnucash.org/download.phtml - the current version of GnuCash is
5.10. 

If the latest version of GnuCash in the Arch Linux repos is 4.14, you
could try the Flatpak version of GnuCash -
https://flathub.org/apps/org.gnucash.GnuCash 

https://flatpak.org/setup/Arch & https://flathub.org/setup/Arch - it
looks like Flatpaks work with Arch Linux.
