[GNC] Online Quotes failures in flatpak FIXED

I was able to figure out the problem with the Flatpak over the weekend with Bruce Schuck’s help: I hadn’t installed libssl-dev in my new VM, causing the finance-quote dependency mapping script to skip the perl package NET::SSLeay. Without that package it wasn’t able to connect to https pages.
There’s a new flatpak, 5.12-1, available that fixes it.
