[GNC] Another Budget Report Question

Some of this may be philosophical more than absolute rules, but for what
it's worth, as far as I can tell, Income accounts should show negative
(red) when it is under budget, and Expense accounts should show negative
(red) when they are over budget. It may be a setting in the budget report.

I keep my budget in a spreadsheet, and use the transaction report in
GnuCash to get my monthly averages, and compare it to the budgeted amount.
