GnuCash is Free software developed by volunteers who work on things they want to work on. As far as I know none of the (very small) core group has any interest in rewriting the business code to make cash-basis accounting easier. 

To get it prioritized, develop it yourself or find someone to develop it for you. You or they may submit it back to the GnuCash project via a Github PR if you’re so inclined. If not but you want to make it available for others be mindful of the terms of the GNU General Public License version 2 or later.

With all of that out of the way, it’s not terribly hard to use the GnuCash business module for cash-basis accounting: Just don’t post your bills and invoices until you pay or are paid.
