Maybe a misunderstanding about how utility bills (in this case electric 
bills) work. Flywire, he isn't tracking/doesn't need to track whether a 
SPECIFIC bill has been paid. Customers have an account with the utility 
company. They receive periodic bills. They make periodic payments. But 
these need not match the amount of any bill. If they pay less, that will 
show up added in to their next billing. If they pay more*, then that 
would reduce their next billing.

He just wants to be able to see if he is behind (or ahead)

* Usually the utility would be willing to set up "budgeted" billing, 
more uniform over the year even though electrical usage is not. Or take 
a case like mine, where I have solar panels and am in a state specifying 
"net billing". Over most, possibly all of the year, my account(s) in the 
black. Sort of a negative liability (NOT equivalent to an asset as ONLY 
can be used to pay electric bills -- I can't get it refunded (but could 
arrange to transfer an excess to somebody else's electric bill)
