in the UK, the date on the bill is the relevant date for accounting / tax 
purposes.  indeed, it is called the "tax date".  no matter when goods are 
delivered, services consumed or bills actually paid, the paperwork is king...

(not an accountant, but that is my understanding and how I've always worked)
