[GNC] Location of Budget meta-data

Hi Pim & GNUCash users,
Some basics:
What operating system are you using?
What version of GNUCash are you using?
https://gnucash.org/download.phtml - version 5.11 is the current
version, but that might not work so well if the operating system that
you are using is older/unsupported.
What version of Postgres are you using? It looks like 17.5 is the latest
stable release - https://en.wikipedia.org/wiki/PostgreSQL
