[GNC] gnucash 13 installs but wont run

This specific issue is resolved by uninstalling GnuCash and removing the 
C:\Program Files (x86)\gnucash folder before installing 5.13.

I suggest using a recent nightly build as the official release has other 
issues:

Since the identification of the bug, much as transpired and it has been fixed to the best of my knowledge.  I believe you need to get one of the new builds.  Additionally, fyi, it has been decided that we will wait until the regular release of 5.14 in late December rather than making a 5.13.1 or other update.
