[GNC] Gnucash-5.13 don't start: missing clock_gettime32

Installing gnucash-5.13 on a PC W11 I couldn't start. Message: missing clock_gettime32 in stdlibc++-6 dll.

Only way to recover was to re install a previous version. 5.11 or 5.12 were re-instalmled and works fine.

Waiting for a new release of 5-13
