[GNC] Gnucash-5.13 don't start: missing clock_gettime32

Hi Jean-Michel,
Most users upgrading to 5.13 on Windows don't appear to have the
uninstall issue.
As the official release has other issues, I suggest using a recent
nightly build:
https://code.gnucash.org/builds/win32/stable/?C=M;O=D
