In winget you can pin a installed app so it doesn't update it when you run winget to update everything ... you will explicitly override if you do want to do that.
winget pin add StrawberryPerl.StrawberryPerl
and also if you want to do so for GnuCash
winget pin add GnuCash.GnuCash
run below to get list of all apps pinned:
winget pin list
and for help run:
winget pin /?

Thanks, David - I have asked around other experienced Windows users and they have come to the same conclusion.
We all know Windows is way behind the curve when compared to MacOS/Linux etc. and it sends up flags when this type of issue occurs.
Suffice it to say, my own installation now works after faffing around with CMD and Powershell... I hope others don't have the same problem.
Taking from all of this --- be careful of "winget"!!!!
