[GNC] GnuCash v5.13 doesn't start and I can't reach https://wiki.gnucash.org/wiki/Bugzilla

You had an interesting observation there: That it seemed to coincide with upgrading libstdc++.dll. The clock_gettime32 signature is the same in both libraries (I, meaning that it’s a linked implementation) so I’m skeptical that it will make a difference. I upgraded the build server’s copy to the latest, so try the next nightly build (it might be a few days, somebody has to push a commit for it to happen). If that fails I’ll try reverting it.

The other thing that changed between July 8 an 27 is postgresql, but that shouldn’t make a difference unless you’re using it for your backend.
