[GNC] [5.13] Error messages after upgrading from 5.12 in Win11

Ok this solution worked for me even on my Windows 11 PC which is not
officially Windows 11 compliant.
I had previously uninstalled gnucash and then installed 5.13 but received
the error message on starting the program.
The key step this time was manually deleting the C:\Program Files(x86)\gnucash
folder after uninstalling 5.12.
