[GNC] Windows 11 gnucash 5.13 can't find clock_gettime32 dll

I just upgraded gnucash 5.9 to 5.13 and whenever I start I get the error 
popup:

The procedure entry point clock_gettime32 could not be located in the 
dynamic
link library C:\Program Files (x86)/gnucash/bin/libstdc+ +-6.dll

Any ideas how to fix this?
