[GNC] Sluggish after 5.13

Hi David,

To work around the issue until it is fixed, set the GNC_DBD_DIR 
environment variable to:

C:\Program Files (x86)\gnucash\lib\dbd

There are a variety of ways to set environment variables on Windows.
