[GNC] Can I set different accounting periods

You can do this by creating another user account, which (as you implied)
will have its own set of preferences.

This issue, of which preferences should be per book and which should be
per user, has been discussed many times, but it would be a fair amount
of work to change where preferences are stored in the various supported
OSes, so I believe this situation is not likely to change.
