[GNC] Installing gnucash 5.1.3

I have 2 pcs both running up to date versions of Windows 11.

gnucash 5.1.13 installs fine and runs on one of these.

On the other when I try to run the program I get a message which says:

gnucash.exe - Entry Point Not Found

The procedure entry point clock_gettime32 could not be located in the
dynamic library C:\Program Files) (x86)\gnucash\bin\libstdc++-6.dll

The dll cited is on both machines in the correct location with the same
date and length.

Any ideas what the problem is?
