[GNC] GnuCash 5.13 won't run

Hello. I just installed the GnuCash 5.13 update and it won't run because a
required .dll file seems to be missing. Apologies to the detail oriented
folks, but I didn't capture the error message before reverting to 5.12,
which works fine. Having working software was more urgent than
troubleshooting something beyond my control. I'm assuming it's a flaw in the
software since prior versions are working perfectly. Is there a way to fix
this, or do I need to wait until the next update?
