[GNC] Roll up accounts in budget

Do not enter a value, even zero, in the parent accounts. They should 
roll-up automatically.

If you have entered values, put focus on a parent cell and use the 
DELETE key, then TAB out of it to clear the value properly and restore 
the roll-up.

Reports should behave accordingly.
