[GNC] Entry point not found

I have been using Gnu Cash 5.12, and have tried updates for 5.13, 5.14, 
and now 5.15, and have had the same problem each time.  I get this or a 
similar message when I try to run the new version:

"The procedure entry point clock_gettime32 could not be located in the 
dynamic link library C:\Program Files(x86)\gnucash\bin\libstdc++-6.dll"

As a result, I have had to continue to use Gnu Cash 5.12 without the 
benefits of these updates.  What is the problem and how can it be fixed?
