Barry -- what happens if you disable Avast?  Do you still have issues?  
Is Windows Defender blocking you?  What happens if you turn them both 
off?  Can you download then?  I gotta believe that between the two of 
them -- they are what is blocking you.  If you turn them both off and 
you are still being blocked -- then there is something else in you way 
-- server-side, etc.  Is you computer attached to a specific network 
server that is blocking?  See what I am driving at -- there are only 
certain things that can block you from downloading a file -- anti-virus, 
windows defender, a firewall rule, something in your router, etc.  If 
each one of those allows it -- you should be ok .  If one of them is 
denying you access -- you just need to find which one it is.
