[GNC] Clearing Save Filter checkbox doesn't work for me

The previously saved filter is removed if the "Filter by..." window is
OK'd without the "Save Filter" box checked. At the end of the session,
the register change is committed to the gcm file without a filter. When
the session is restarted, the gcm file is reloaded and the register will
use the default filter.
This appears to be the intended mechanism provided to allow us to remove
a previously saved register filter - to restore the use of the default
register filter when the session reopens - while maintaining the
existing register filter for the current session.
