[GNC] Contribution to GNC code base pointers

I was limping along with 18.04LTS and 20.04LTS for other needs but this will be a great opportunity to jump to 26.04LTS and modernize the development env. I am at home on Ubuntu *nix.

Linux distro doesn’t matter much once you get to editing and compiling so whatever you’re comfortable with for package management and available desktops is mostly fine. Notice that I bumped the dependency requirements for the future branch to be consistent with Ubuntu 26.04LTS and Fedora 44. Rolling-release distros like Arch Linux will also work, though you might want to see if the package manager offers something like `builddeps gnucash` to easily get a development environment set up without having to figure out and load all of the dependencies by hand.
