I think it's to do with the theme customisation in Mint.
In Mint 16 can you try Appearance Preferences > (Theme Tab) Customise >
Controls
Select one of those - I think Clearlooks is close to your preferred look.

I have mint-themes installed - I'm not sure how much customisation is
available if not.
